These rocks are at the bottom of the Galveston seawall near where 61st Street runs into Seawall Blvd. Hurricane Ike had pretty much wiped out the beach along the seawall, so Galveston imported a jillion or so tons of sand to replenish the beach. Then, to help stabilize it, they placed these rocks here. People began stacking the rocks in various whimsical ways and adding some of their own implements to create some folk art.
